You know how Lucci has his philosophy of 'dark justice'? Like he gets far because his superiors are informed by the demands of the gorosei. The gorosei and Imu have proven themselves to be ruthless and calculating - often resorting to calling people insects who need to be corralled. They have no qualms exterminating entire islands for wrongthink. The point being that marines are serving these goals and must present themselves as being harsh and awful because those that they serve have a philosophy of being harsh and awful.
When I look at this picture, it's like you can feel the pandering to the IRL gorosei. You can sense that there's a bunch of tenryuubito with their bubble helmets on that are just shocked about how such a thing could have happened.
