I'm Tennessee this is almost standard with every lifted truck. 3 out of 5 vehicles are lifted trucks. I drive a Miata.

It is not. Wheels are not supposed to stick out past the fenders, for one, and mud flaps are mandatory for vehicles past a certain height.
Your mileage may very. I've checked ordinances in the 4 states I frequently drive in and didn't see any of that mentioned for any of them.
Texas it used to be illegal for trucks with dual tires or tires like that not to have mud falps. I once got pulled over for it.
But today it's not. I don't what happen but suddenly it not illegal in Texas anymore and it should still be because of shit like that.

It’s awful for the steering geometry to have the wheels offset so far from where they’re supposed to be. So not only does it eat tyres and ball joints, it also handles worse than it already would.

Those wheels also grab pedestrians and cyclists and pull them under the vehicle at intersections. Record numbers of pedestrians getting killed but we decided to prioritize toxic masculinity.
If you mow down enough pedestrians and cyclists, there will be fewer of them, thus reducing the death statistics. It's a problem that solves itself
It depends on the state; there is no federal laws about mudflaps on non-commercial vehicles. Only 7 states have explicit rules requiring them, and another 6 have conditional rules.

Where do you believe they are not required? Some places let you get away with one on the ~~front or~~ back instead of both and a newly-purchased vehicle might have temporary paper tags but if it's on the road, it needs to have some kind of license plate.
(Looked it up later, turns out all states require rear plates and some also need one on the front. No states only require the front plate.)
The idea that you only need one at the front or the back seems crazy to me.
In Ontario, we have no visible licence plate validation and most of the plates are illegible because of a corrupt deal between the government and 3M.

Mud flaps generally aren't legally required. However multiple states don't allow tires to be that far outside of the wheel well.
Most countries do not allow tires to extend past the fender for this exact reason.
Wheel coverings are required with a maximum exposure limit. The body usually does the job. Look to the 2022 Jag F-type and F-pace for little spats in the upper rear of the rear wheel arch for hidden compliancy.
I knew there were rules for that with commercial vehicles, I wasn't sure about private. And it gets even more complicated since every state is different.
