No, it isn't.

Cops just don't enforce it (it's probably not a moving violation, just an inspection one.)

Wheels must be fully enclosed so they don't throw debris up.

Those wheels also grab pedestrians and cyclists and pull them under the vehicle at intersections. Record numbers of pedestrians getting killed but we decided to prioritize toxic masculinity.

If you mow down enough pedestrians and cyclists, there will be fewer of them, thus reducing the death statistics. It's a problem that solves itself

It depends on the state; there is no federal laws about mudflaps on non-commercial vehicles. Only 7 states have explicit rules requiring them, and another 6 have conditional rules.

The way American insurance work - u just file a claim of damage - as long as you took a picture of other guy license plates - their insurance will just pay out. Seen it

Unless it hits the road and bounces up. Happened to my parents when a metal chunk got kicked up by a truck in front of them, it hit the ground right in front of them and pierced their muffler. Claim denied.

they probably said as much, they should have kept story short - out of wheels straight into my windshield. license plate. nothing else. insurance wont be spending time figuring it out. glass is cheap, agent time isnt.

Where do you believe they are not required? Some places let you get away with one on the ~~front or~~ back instead of both and a newly-purchased vehicle might have temporary paper tags but if it's on the road, it needs to have some kind of license plate.

(Looked it up later, turns out all states require rear plates and some also need one on the front. No states only require the front plate.)

In Ontario, we have no visible licence plate validation and most of the plates are illegible because of a corrupt deal between the government and 3M.
