Where do you believe they are not required? Some places let you get away with one on the front or back instead of both and a newly-purchased vehicle might have temporary paper tags but if it's on the road, it needs to have some kind of license plate.

(Looked it up later, turns out all states require rear plates and some also need one on the front. No states only require the front plate.)
