The main criticism of the NCR is that it's a dying overextended Empire that can't take care of its own people and enjoys the occasional genocide. First as tragedy then as Fallout New Vegas
Also the fact that it's clearly dying means it's just going to suck resources out of Vegas to enrich itself to delay its inevitable collapse

They would use money from the strip to fund the construction of the aqueduct they'd use to drain every last drop of the Colorado River to divert it to incredibly destructive brahmin ranches that will inevitably be wiped out by some FEV-derived zoonotic disease right around the time Shady Sands is being nuked by Vault-Tec
It already is. Characters mention that most of the energy produced by Hoover dam is sent to the NCR, bypassing the Mojave. That's why Helios One exists as a choice.
If the alternative is that world just playing Mad Max forever, I'm supporting the best chance it has at a halfway decent, stable unified governance/society, warts and all.
The real alternative is the axed Followers of the Apocalypse questline that would have made an actual independent Vegas that lasted beyond the courier's lifespan possible.
to be fair aside from the unavoidable "and some people died during the battle :(" slide, the independent ending that made it to release doesn't seem all that bad either. i just wish the aesthetics of the independent ending were less "anarchy fuck yeah" and more "the conditions were right for a near autonomous bastion city of the wastes"

I suppose my headcanon is that maybe one day the Empire can regather it's strength enough to beat the Dominion in round 2, especially with the help of various magic Hero-kuns
I literally didn't even realize that whole empire/nord thing was supposed to be the main quest in skyrim, I ignored it completely and just ran around fighting dragons
The Civil War questline runs parallel to the main quest, but you need to interact with it in order to kickstart the last part of the main quest.
You can beat the game without finishing it by getting everyone to do a meeting at the Greybeards's place to discuss a cease-fire while you do dragonborn shit, which is a neat quest idea, just not executed very well. If you finish the Civil War quest you skip this entirely.
It's also a recreation of the liberal capitalist order that nuked the world
The NCR effectively treats the Mojave as a colony, extracting energy and food in exchange of tenuous and corrupt control,, and failing, unequal infrastructure. Mojave wastelanders are not citizens of the NCR, and are recurrently controlled and brutalized in order to maintain the imperial core.

yeah not too surprising for a game where the rebels either do child slavery for opium farms or enslave every woman on sight. far cry stories never made that much sense anyway.
The plot of the previous game was literally just "quirked up white boy with a little bit of swag busts it down sexual style.. is he goated with the sauce?" and it kinda ruled tbh

But there were just some choices that were... weird. Like killing off Vaas halfway through and replacing him with a less fun villain. And then the second half, you get a disguise so the enemies aren't instantly hostile, as opposed to the first half, where you were on a constantly hostile island, enemies everywhere, giving you a reason to take over outposts, literally making the game easier in the second half.
The first half is better but most of the fun for me was just creeping through the jungle bow and knife hunting the most dangerous game which stays fun throughout.
The only truly memorable story missions were the tripping your face off ones and the one blasting make it bun dem. But mostly I resented the story missions for making me go loud instead of just knifing a dozen pirates/Rhodesians.
"The Path of the Warrior, Jason" was a common refrain amongst my friends before we did some stupid shit back when FC3 came out. Similar to YOLO.

You kinda could side with Pagan Min, if you decided to just have common sense at the beginning of the game and wait for him to return instead of acting like a video game character and escaping. Then he just returns, you go on vacation together, and the game ends.
