Despite Harris's pitiful 2020 run, there's no real reason to believe a Republican could take California in any statewide election. It's more likely that she'll run against another Democrat in the general due to CA state laws.

Schwarzenegger was governor when I moved to this state like fifteen years ago, I'm not saying it's likely but if you got the right personality in there it could definitely happen. Like imagine for a moment hearing the phrase: "Governor-elect Joe Rogan."

20 years ago was a different time period and Arnold only won off a recall election. Of course it's possible a Republican could come along when a deeply unpopular Democrat is running or another recall election with low turnout could happen, but demographics have shifted. So many Republicans have fled for Texas or Florida that Orange County is solidly purple.
There's nobody with the name recognition to beat Kamala (who will also have the institutional support).
