It's crazy that super simple stuff requires a nation to be communist. The actual article is a fair bit more sinister than the idea that westerners don't know how to plan for the future (which is still pretty funny).

It basically specilates that China is stockpiling resources to prepare for war and sanctions from the us. If this is true, it is fairly obvious that this is only a natural reaction to the recent belligerent turn of the Americans and their vassals.
