This would look very cute, I'd maybe add a corset or a ribbon to add a bit more visual flair around the waist to fit how detailed the top is but it's plenty pretty as is.

Depends on the kind. Some of them are essentially very wide belts you use to accessorize and accentuate your waist/chest. They can be very intricate and ornate, or much more minimalistic. They're cute, and I think they'd be a good choice for your outfit!

Sort of, this one is more toward the belt end of the spectrum, but they can be over the hip and underbust, or just over the hip or just underbust, or neither, which is similar to the one you showed, only a bit wider. For a skirt+shirt combo like the one you're planning to wear, i'd say over the hip would work better. Here's someone who wears a corset as underwear pretty much every day (mind, this is the rigid, full-on kind of corset, not so much an accessory), maybe it can give you an idea how one is supposed to look like/fit
