Versailles is the meeting place for the Congess, that is, both branches of Parliament assembled as one. The Congress is only summoned when the President decides to convene it, either to make a speech (like Macron did following the 2017 elections), or to vote on either modifying the Constitution or ratifying a new members' entry in the EU (which are both only possible either in this way of by referendum).
