Its still bad (either have a hype guy, one of those APPLAUSE signs, or trust the audience). But this is waaaaaaaay worse.

I think you can tell he was being tongue in cheek about it, and I am willing to bet the next few seconds after the clip would've been the audience of graduates laughing. The framing made it seem like he said this while getting booed.
It reminds me of when Obama joked about drone striking teenagers at a White House Corespondent's Dinner. This is admittedly less ghoulish.
