Interesting, tbh. The reality is probably just that smoking/tobacco is getting quite uncommon and the taxes on them are obscene here, so there's just no public pressure for new products to be approved.

There's something about leaving passive aggressive notes that's very Australian. Same with leaving the cups in the hopes the person sees them. And leaving the cups in the first place, honestly.
I saw someone had written 'thanks to those responsible smokers who throw their butts out in the bin' in chalk in a common smoko spot, so someone went and piled up all the nearby buts on top of the message ofc council would never put a cigarette bin there though nah that'd be too smart
