What the hell is "failed to gentrify" supposed to mean?
The poors are visible and it isn't a glass and steel Steve Jobs wet dream yet. 
The street is human scale and the power lines aren't all buried in the extremely earthquake prone ground, how awful
It's not up to the standards of a "Prestige City" as neoliberal ghouls call it.
They want to be international treat enjoyers but also want to make everything in their reach the same bleak bleached bland gentrified sterile 
place as they had just come from too.

I don't think this is true? Surely not? Tokyo has underground railway and that's fine.
I imagine those are built more robustly than a buried copper or fiber line
I'm guessing Japanese has a term for the process by which small towns and exurbs got absorbed into Tokyo, the word roughly translates to gentrify, but it doesn't quite work.
