I think the banner only shows up on old.reddit, and the css for it likely hasn't been updated in years. These kinds of subreddits all tend to have moderators who are much farther to the right than the moderators who set up the sub initially (the hegemonic left wing presence in 2020, when a lot of these subs were born, was /r/cth, nowadays the biggest left subs are way more lib), so if anything they would've changed it a long time ago if they even knew it existed.
