Not a parent, but I side with children come first.
That said, I know my parent's parents expected them out after high school/at 18yo. My mom was living on her own at 14 (idk why). So... Wouldn't surprise me if your mom had that mentality to some degree just because that's how their generation grew up. Doesn't justify the behavior, but I think motivations/intent here are relevant in terms of deciding if it's worth maintaining a relationship with her.
Eh she just cried a bunch as the dude kicked me out, without doing anything about it. I wasn't quite 18 yet, lol.
