Cuba's in a shitty position, the Soviets made it so Cuba was an agricultural powerhouse of the Socialist world, but that meant they never industrialised. That said they also have enormous Cobalt, Copper, and Nickel reserves (which were just coming online when Venezuela's economy shit the bed and ruined everything), and a decent amount of other resources. They're just short on oil, coal, gas, and iron. which is a shitty combo if you want an industry.
They do have silica reserves but they're still ramping up their first big pilot factory (again, they're not stupid, they were just dealt a shitty hand.)

Nah, they're stunting on Musk, and we can afford a modest steady effort to increase long term space capabilites without sacrificing socialist programs on Earth. The Soviets understood this, as does China now.
There is a decent argument to be made for that increase in capabilities. If we can get enough stuff up there to begin Orbital and Lunar manufacture, a lot of possibilities for energy generation and resource use open up. That will ultimately help people on earth, and eventually people off earth too.

I believe F-15 pilots might have a compact version of an M16 carbine, but I'm not sure if it's in widespread deployment. In any case most countries have orders for pilots to surrender if cornered, the gun is to scare away animals or a shepherd with a shotgun. Pilots are expensive (not as expensive as an A10 or C130, though)

I suspect that the initial SAR team picked him up closer to the site, but they were forced to divert to the nuke raid base, which then got made and had to be abandoned. They burned their only chance at taking their nuke program out for a fucking pilot who will likely never fly again. (Untreated ejection injuries are not fun)
