In the case of recurring floods, homebuilders buy flood insurance and it pays to rebuild the entire house. So they get to stay where they want, and get a new house every 20 years.

Here on the Mississippi they actually offered to buy peoples houses, I'm sure at a shit market value and told them they either take it and move or they won't get relief my money anymore because they clearly know they live in a place that constantly floods. I have to agree with that, if it's like a 100 year thing yeah ok. When you expect your house to be flooded yearly, it's on you.
