i can easily imagine that the US chose the shittiest contractor for some building maintenance or pest control stuff and ended up mildly poisoning random people, and is then covering it up by reheating this stale cold war soviet ray weapon meme.

That is 100% what it started as, the US Embassy in Havana was spraying its grounds to control mosquitos during the zika outbreak.

Then it became a psychosomatic thing where every hangover, bit of jetlag, or any sort of minor "not feeling so great for some reason" malady made them start psyching themselves out until they manifested the additional symptoms they'd heard they should have.

Then it became a good excuse for why State Department flunkies were having heroin withdrawal after the CIA lost the poppy fields in Afghanistan (either the CIA itself was trafficking heroin through embassies, or this was some good old fashioned entrepreneurial spirit from some CIA agents who wanted to do a bit of graft and international drug smuggling as a side gig since they had the opportunity).

Went to Havana once. I got Havana Syndrome.

I noticed it acutely when drinking from bottles labeled "Havana Club". Maybe the CIA should look into it.

Havana was actually great tho
