Yes. It should be completely unambiguous, something like "Russia suspected in tragic birthday death of Ukrainian official."
That way, no one gets confused and their audience won't get the wrong idea and start thinking for themselves or reading beyond the headline.

This is a really odd story. Does someone that high in the military not know how the safety features of a grenade work? Aside from "don't let a kid handle a grenade" this seems avoidable on multiple levels
Pretty sure Ukrainians and Russians aren't all that different.
