Pretty sure he's Captain Kim in STO, and I think that was true before they decided that STO was a different timeline.

Save all your limited currency, (not the credits) for end game. It's pretty simple if you're familiar with MMOs

Dunno how many servers there are. There may only be one per continent/ region. I treat the game as a single player game. I just made a character for each faction, federation, Klingon, and romulan.
Suppose that makes sense, see all the content. Guess I'll just jump in lol.
I haven't played in a couple years, but start with Federation side as it has more content geared towards it.
Type of Captain (sci/tac/eng) is your preference as all content can be done as any type.
Don't bother with PVP.
Theres only 2 'servers' to choose from if I remember correctly the main server and a test server.

Tac is probably the easiest to start out with. It's what I run as my main Fed.
Engineer and Science need a bit more effort to use properly.
You can have a decent amount of characters, so there's no issues starting a new character in a different profession to see what it's like. (Also allowing you to have Federation and Klingon Captains.)
Also look for active promo codes. You can get a lot of good stuff with them.

True, but then we have to account for Prime Kim dying and being replaced by Phase-shift Kim. Per Starfleet protocol, that crewman has to start from the ground up. That process runs roughly 4 years just to make it from cadet to ensign.

Are "Phase-shifted crewman" even considered in Starfleet protocol? It's not a "Mirror, Mirror" parallel universe, it's just a light time variance. They should still be considered starfleet graduates, if it's a light phase/time-shift and not a parallel universe... I think?
Jokes aside, I would view this more as a Thomas Riker situation - Voyager was split in two in that moment. Both Kims were the same Kim before the divergence field, so both Kims have the same record before then.
In truth, probably part of Kim being stuck at one rank was probably because of a lack of transfers from Voyager, for obvious reasons - it's practically raining promotions on the Cerritos for instance, and transfer seems relatively frequent in Lower Decks.
The fact he never got promoted suggests otherwise.

You said they should still be considered Starfleet if they're time-shifted. I'm saying protocol accounts for it and once you're time shifted you get frozen in rank. Forever!
I'm just messing with you. I think he never got promoted as a message between the lines to the actor, who at that point was merely saved from show death by appearing in a good looking Asians list or something weird like that. They never promoted Kim as a reflection on Wang's standing with the production team.
I mean, by the next ~~episode~~ day everybody seems to have forgotten that he's from another timeline so there's that.

Honestly what is the point of a promotion when you are stuck on a ship 70 years from home and money no longer matters anyway?
He's not going to get paid more because there is no pay and hes not going to get a significantly different position on the ship because the talent pool is limited to the ship itself. so the "promotion" would just be performative anyway.
Once they return to earth there would be some tangible benefits which is convenient because then he DID get a promotion to Lieutenant and took over as chief of security and tactical officer. Eventually he was promoted to Commander at star base 11
