I think so, iirc South Korea, Japan and a few european nations are considered functionally nuclear capable in that they have all the material, fascilities and scientific knowledge to assemble nukes in a very short timeframe should it become desirable.

I live in Taiwan....good luck for all of us
This may be misremembering, but I thought I once heard of some people in Taiwan (a small, but vocal, number) liked Trump because of his "China Bad" rhetoric.
It's not quite as spicy from my side of the world (Australia), but I really do not like the idea of our closest military ally being controlled by a fascist.
Just seems like risky business, ya know?
I think Taiwan will be fine... for now. Trump is so Anti-China I doubt the US will drop its support. Eastern Europe however is basically fucked now
Trump is also easily bought.
