He scammed his way into a seat of power and made bank, and basically got away with it I.e. didn't go to jail, keeps the money, and made a ton of connections.

How he got away with it. That's the fault of the government for letting him scot free, rather than the acts of Santos doing a prison break
That being said, yeah, he's smart when he's smart....
I guess I see it more of him knowing there'd be no consequences vs him getting lucky
