Maybe feds had their own before the idea made its way out into the public. Generating fake pictures of people would be a useful thing for a fed faking identities online.
Why pay someone to draw it if you have a generative image tool to play around with?
Well feds created the internet and try to propose changes to FOSS so it’s not out the realm of possibility. But it’s unlikely they’re infiltrating the furry community, and if they are, they’re lying to their boss about the reason.
