Yeah but somebody still had to give the orders without keeling over and dying of heatstroke on a mild spring day

Many of them actually did died, but those were the rank and file up to middle management at most so disposable. Those that were more adaptable stayed. Also A LOT of local compradors, usually landowners with their own personnel and the like.

didn't they have administrative capitals in like small resort towns in the himalayan foothills so they could govern from a bearable 16 degrees
