Of course it is a different story with license revocation and that is a whole different can of worms. I don't even know if steam allows the publisher to revoke a license for a game that the player already paid for just because the game is not supported anymore (a different case with breaking ToS/EULA).

Server maintenance costs money and if a 3rd party chat app; which significantly has more usage than other forms of social media; is trying to connect to the server, they have to handle that traffic too. Remember, it is not just about data size, but also the sheer volume of connection to handle.
I think the solution is just P2P with each peer acting as a relay to the other too. The protocol needs to be designed in such a way that no-one in the middle can reply to send false acknowledgement so as to prevent sybil attack or other attack where a malicious actor is a part of the network.
Size wise, it is small relative to the ship size. Look at car engine. How many % of volume is taken up for the engine and fuel tank of car? I think it is close to 30-40%
And when government fucked up those management, you as a citizen should held your government liable. People shouldn't be afraid of their government, the government should be afraid of their people. Also, the government's main priority is NOT to make a profit but rather serve the people. So there is a (theoretical) obligation for the government to make sure every citizen has access to their service even if at a loss.

And that practice is what? Providing value to the consumer? The thing that MAYBE can be used against them is the clause for selling STEAM KEYS outside of steam. But that is it. Take a look at mindustry, the game is free everywhere else but steam. But that did not violate steam ToS since they didn't sell the steam keys for less than what is listed on steam.
