You cannot kick them out but my uneducated guess (or is it hope?) is that the EU is waiting for the elections and if Orban wins for any reason there will be some kind of action like stripping Hungary of voting rights (article 7).

This. The EU might be speculating on a regime change in April, which would be a much better option than causing damage now. At least that's what I hope is going on.

And this is the smart play. Orban blames EU for everything, obviously playing Russia's trolling war, but losing or winning the elections would have to trigger a change.
