I want to punch the Twitter sycophants who will inevitably say something like "he simply meant he was proud to nominate the first black woman Supreme Court justice and serve as VP to the first black president."

The ability to communicate with absolute clarity and avoid being taken out of context by a sensationalism-hungry media is a mandatory skill for a politician, and to expect any benefit of the doubt for any elected official is amateur hour and means you have already lost your fight.

This one isn't that bad and it's being spun poorly. He has sundowned much much worse. I would rather make fun of the video of Trump walking off stage while Biden is led off stage by his wife.

You are correct about the ability to not be taken out of context by a sensationalist hungry media. This Biden does not have anymore, or did he ever? He just has remained more silent and out of the limelight previously.

I recently watched this clip and he was so much more cogent and resolute in what he was trying to express in the past. Much worse than I expected. He scrambled together two separate thoughts: 1. He nominated the first black woman to SCOTUS and 2. He was the VP to the first ever black president. He winds up saying that he himself was the first black woman VP to the first black president. This is not purely a misspeaking or speech-related issue, this is an undeniable cognitive decline issue.
