Much worse than I expected. He scrambled together two separate thoughts: 1. He nominated the first black woman to SCOTUS and 2. He was the VP to the first ever black president. He winds up saying that he himself was the first black woman VP to the first black president. This is not purely a misspeaking or speech-related issue, this is an undeniable cognitive decline issue.
