it's extremely easy to know if you define "flower" phylogenetically, so "flower" refers to the related descendents of the ancestor of all flowers.

It's plausible somewhere else out there is an organism evolved to be very similar to flowers, but they wouldn't be flowers the same way a thylacine isn't a type of wolf.
