The Moroccan government weaponized its own population's hope for a better future against Spain, likely due to territorial disputes between the two countries and Pedro Sanchez's recent diplomatic visit to Algeria.
The scale of this operation, combined with the online campaign and the fact that it coincided with a Moroccan national holiday, seems to point to a covert attempt at hybrid warfare by the state, rather than a case of human trafficking networks.
And instead of showing solidarity, certain European leaders (especially in Italy, but also in Denmark and elsewhere) decided to exploit the situation for political campaigning. Quite sad.
Yeah I heard that too, this doesn't just happen. On the one hand, there is a ruling by the Spanish Supreme Court stating that anyone who reaches Ceuta can apply for asylum and may not be returned to Morocco; that has undoubtedly had an impact. But it is also a land border between Europe and Africa that is jointly controlled. Europe wants to externalize the asylum and migration policy. To do so, they would have to cooperate, and that entails risks. And then as you said there's indeed speculation that Spain has sought rapprochement with Algeria, so marocco sort of permitted or tolerated this surge. Externalizing your immigration policy requires good partners. It could therefore potentially be used as leverage.
