The artwork is really poor, so I'll answer you with what I think. People will correct me, because that's the only way to get answers on the internet.
The lady on the top is any one of the numerous conservative women who have had a lot of cosmetic procedures done. I guess she's one that has blonde hair, but otherwise, they're so similar due to their cosmetic procedures that this drawing fails to distinguish them. She's being portrayed as dumb, bragging about her genes despite all the cosmetic work, and confusing "genes" with "jeans".
The lady on the bottom is AOC, drunk off of cheap beer because she used to be a bartender.
The elephant is acting as the straight man, and the donkey is just mindlessly responding by calling the elephant a Nazi.
I'm guessing it is drawn by a conservative artist, because even though it criticizes the blonde girl, that part is actually true. Lots of cosmetic procedures. Lots of botox. And lots of stupidity. Everything said about Democrats is like some fever dream that is how Republicans wished Democrats act.
I'm pretty sure the top lady is Sydney Sweeney and her american eagle ad and the bottom is Dylan Mulvaney and her bud lite sponsored video.
What do these people have to do with Republicans and Democrats, though? I don't know too much about these actresses, but I just looked them up, and neither of them seem particularly interested in political parties.

What you're saying makes a lot of sense, especially when you consider the rest of the comic. The elephant is portrayed as a straight man, while the donkey is calling him a Nazi, but the "Nazi" part is out of the blue, not related to anything that happened in the comic.
If you assume that the elephant is a stand-in for the author of the comic, then your explanation of "projected outrage" explains everything in the comic.
The top one is Sydney Sweeney. She just did an American Eagle ad bragging about her “great jeans”. It’s a dumb pun at best, people have accused it of being a Nazi dog whistle because she’s blue eyed and blonde talking about genes.
The bottom one is Dylan Mulvaney. She is a trans activist and influencer that received a custom can of bud light in a marketing campaign. You probably heard about the right wing bud light boycotts a few years back; that’s what the chuds were mad about.
Personally, I find them both dumb to be upset about.

A dumb pun at best?
I'm less outraged and more sad that eugenics is seen as comparably dumb to be mad about to a trans woman with a custom beer can. Most ads already push harmful shit by their very nature, but a company feeling free to riff on white supremacist pseudo science shows how successfully the Overton window has been moved.
I interpreted it as a tit joke personally, which is why I find it dumb. By ‘at best’ I mean, “In the most generous interpretation of their intent.” I think you have to make a leap in logic to then say they’re talking about eugenics. I fully concede it may be a dog whistle, but that’s my read.
I’d also never make the comparison myself because there’s nothing whatsoever to be upset about regarding Dylan. This comic sucks
