What do these people have to do with Republicans and Democrats, though? I don't know too much about these actresses, but I just looked them up, and neither of them seem particularly interested in political parties.

Did the top one really make “the left” mad, though? The only people I’ve heard talking about it are on the right (of course talking about how crazy it’s driving the left). Seems more “projected outrage” than actual outrage.

What you're saying makes a lot of sense, especially when you consider the rest of the comic. The elephant is portrayed as a straight man, while the donkey is calling him a Nazi, but the "Nazi" part is out of the blue, not related to anything that happened in the comic.
If you assume that the elephant is a stand-in for the author of the comic, then your explanation of "projected outrage" explains everything in the comic.
