State Dep workers take an oath?
The overseas ones take literally the same oath to uphold and protect the Constition as the President.
Tons of Federal employees take the same oath, but not all. But so do Peace Corps volunteers, members of the military, I think some local or state police, judges, everyone in Congress, most state legislators IIRC, and I'm sure im missing a few others.
Yes, although it’s generally more of a signed piece of paper or PDF thing than a saying-out-loud-in-front-of-people thing.

It’s not practical at scale — any employee working for a cabinet department (and probably more than that, what do I know) takes the oath. If they violate it later it’s easier to store a PDF in the personnel file to provide evidence they agreed to it in the first place.
Every civil servant signs off on some sort of ethics policy.
