The guy was manually recocking a silenced pistol. Unlikely he did brought a phone.

Its my understanding that subsonic ammo sometimes won't have enough gas to move the slide fully and must be done manually like this

That’s how my silenced .22 behaves with subsonic. LRs refeed fine.
