Most Michganders (those who live in then lower Penninsula or ✋ Mitten part) do not have a heavy accent. Those who live in the Upper Pennisua (da UP or Yoo Pee / Yooper) do have a distinct accent and their own slang formed around local slang and slapstick humor terms that most Michganders know and recognize. Think Canadian Yokel or the how the opening credits from Holy Grail would sound spoken out loud. It was settled by a lot of Finnish with a mix of French. They exaggerate ooh and aaah. Hard T's become D's. The is Da. Eh? Ya know? Oh yaaa. Is a common expression.
The best example is Da Yoopers - a comedy polka band around Yooper culture and way of life (beer, hunting, winter, relationships, more beer)
She comes off like a metropolitan forced Minnesotan with cotton balls in her mouth and none of the Yooper language or phrases. Minnesotan accent is like the ooo and aaa without the ooooh and aaahh and waaa. Harsher. She lacks dialect that is distinct to the UP. Lower Peninsula people (called trolls as trolls live under the bridge in lore referencing the Mackinac Bridge connecting the two pennisulas) do not typically use Yooper slang. Sounds like she's forcing it with her jaw and not naturally like in the back of the throat. She is from Rochester Hills, very upper class district north of Detroit.
Most Lower Peninsula people sound closer to those from Chicago.

Basically Haley Stevens has been putting on a really exaggerated accent for the campaign trail. Podcasters and others picked up on this and started making fun of her for it online, and she decided to double down and say that making fun of her accent is making fun of Michiganders in general in an ad. Of course if you go back a few years and listen to her, the accent is notably absent, so it seems pretty solidly to be an affectation and one that didn't go over very well.
She did an extremely stereotypical accent of people from the Upper Peninsula, claiming that coastal elites' were making fun of her for the way she talks.
It blew back in her face because a) I have never once heard an electoralist leftist make fun of anyone's accent ever, and even the dirtbag left rarely make fun of them outside of like, the cumtown podcast, and even then it is basically non-existent to make fun of that particular accent in the coasts. I'd imagine it gets made fun of far more in the Lower Peninsula. And b) she doesn't actually talk with an Upper Peninsula accent, because, due to the ubiquity of social media, it is extremely rare to actually meet people who do have a thick UP accent! Unless you are like an off-the-grid logger, or don't use social media at all, most people around the 'North Woods' (Upper Minnesota, Wisconsin, and Michigan) only have an accent if they are extremely old and sometimes it will come out when you are stressed if you spoke like that when you were younger. I have certain words that I pronounce with the accent due to my mother, but she hasn't had a strong accent in 2 decades.
So it's extremely easy to see that she is a panderer. And people hate panderers around here, because they know you are trying to sell them a pile of shit telling them it's gold.
It's so great that this happened right after I spent two weeks with my friend up there who also grew up in the UP. I clocked that fake shit immediately coz my friend is very much a yooper. And you are right that the accent is a lot less pronounced and lacking the accompanying dialect it sounds hilariously forced.

Are they making fun of the accent, or making fun of the fact that she has adopted the accent? There is a big distinction.
It's a fake accent that only she (pretends she) has, so both and both are justified. Yoopers don't actually sound like that, as has been noted in this thread.
Yeah, as I said earlier, it is far more common for someone from the LP to make fun of a UP accent.
