Panican sounds like a name for one of the new pokemon. It's a pelican or something that has a signature move where it panics and increases its stats but gets confused.

I think it is supposed to be a portmanteau of "Panic" and "American" but it doesn't fit together at all.
They've used it sporadically since last year. I think the first instance was when the ICE raids started getting media coverage.
