No entirely true, pretty sure they pay the rights holders from places like Mexico, to show the dubbed version. Now, it is true that in the past Cuba made their own dubs (including a Castle Cagliostro one) and never bother to pay anything to the rights holders, same thing happened in the DPRK.
I remember watching adult swim in Santa Clara and hearing the audio normally and the video at around 1 frame a second. It was hilarious.
