I'm pretty sure they designed this transportation system while having wind in mind

They can't. They have to wait until there is no wind. Obviously the blade is not up like this on straights, but still. It takes a year of planning just to move these blades in some cases and there are tons of delays. That's why there's even companies now that want to use airships to transport them. They're also susceptible to wind, but it's way simpler than navigating roads like this.
