The earliest prisoners were: Communists. That is why the poem starts with:

First they came for the Communists

Then socialists, then trade unionists. Not really liberal politicians.

According to Wikipedia 80% of the people in early concentration camps were communists

First the immigrants and ethnic minorities were expelled from the country, and LGBT were persecuted.

When the allies freed the camps LGBT were tossed back into the jails.

Through all their time those camps were meant for undesirables not only just in the beginning. It's that eventually you just run out of them.

Also Jews were the immigrants in Europe. They were blamed for all the ills. Kind of like Latinos are today in the US.
