Based on the number of videos and photos the FBI collected, it would seem he did business dealings (some was finance and some was geopolitical advising) and sussed out whom he could leverage. Recorded them in the acts to blackmail them later as needed.

Its not The List, but it shows how deep he was in trafficking girls 12-17 on the island and had various shell companies setup to move money around and pay girls in different countries.
