I'm pretty sure it's about Allen Klein. Allen helped john write how do you sleep, which was a paul diss track that john regretted later. Steel and glass is also a diss track and has the same tune as how do you sleep. John explicitly said that steel and glass ain't about Paul. Allen Klein is from new york.
Andrew Cuomo is a joke. Lennon died in 1980 and Andrew Cuomo is more of a contemporary dickhead.
