Honestly? It actually depends on the friend or colleague.

Arch isn't as bad as it can seem, especially if you find an installer for it. Something that's more mainstream linux might be better; though. especially if they're looking for a "it works" kind of thing.

windows is the default. nobody has any reason to recommend it because everyone knows what it is and how it works.

linux on the other hand is a niche os somebody could use knowing about for a variety of reasons.

The only time I would've recommended Windows was around 2019 when it was clear they were making a lot of developer focused features, it felt like they were trying to win back the market share they'd lost to Macs. But no way would I recommend it now. Even then it was more of a "give it a second look" sort of thing for folks who'd sworn off of it.
