There's no intended joke. It's just complaining about how the youth don't respect the Vietnam vets who napalmed women and children.
He's going to totally kick their asses for daring to disrespect him.

Badass when they do it, wimpy when we do it.
There is no joke. The artist and the intended audience might think there is a joke but there really isn't any joke in there.
This is the cartoon version of conservatives being unable to tell jokes because they get angry half-ways through and starts ranting instead of telling the joke.
