I think the difference is that Hawaii was annexed in the 1890s not the 2020s things change over time.

Yes.
There is significant difference between the US' annexation of Hawaii and the fiascos of Russia annexing and then losing e.g. Kherson, or Trump claiming sovereignty over a piece of land he probably couldn't even control for a day, let alone keep indefinitely.
