Sure, if I connect it to the internet I expect all sorts to updates to be missing. But offline? 1 day or 100 years shouldn't make any difference. OK the CMOS battery might be flat.

The case in the tweet wasn't a hardware problem. Apparently the person's PSN account had gotten deleted during their 10+ years of not using it, and downloaded games attached to the account didn't work any more.

especially considering your account takes up..what..a few dozen megabytes at most? its nothing but a database with what games you bought digitally.

its 100% purely an attempt to get customers to double dip on buying shit by exploiting changes in life that take people away from their recreation.

have a elderly relative take a bad turn and suddenly need 24/7 care? According to Sony, thats a great, monetizable event.

suffer a terrible injury that takes you years to recover? Sony's Salivating over the potential of taking everything away from you, so you can buy it again to relive the "good days"

have to join the military and spend years from home? Your trauma is dolladolladollar signs for Sony's executive department.

Even for accounts that haven't gone inactive, I'm sure they've considered disabling games for older generation games. "Continuing to play PS4 games rather than buying a PS5 is theft!!!"
