Not really as simple as that, especially since the corporations and governments botch everything everywhere. There are of course other factors.
Did you mean to post this comment somewhere else? Not trying to be insulting but it just feels a little out of context.
They probably meant that they don't trust governments to implement policy like this well enough, but not sure.
