Ya know, one way to help alleviate the issue with having too many prisoners, is to reevaluate whether so many crimes should send people there.

This policy isn't going to significantly reduce overcrowding.
I did not suggest it will. I posted a depressing figure that demonstrates the problem is policing and sentencing. There would currently be half the number of people in prison if we simply had the same sentencing and policing culture that existed 30 years ago. This shows how much the cultural attitude has slipped rightwards in the UK over the last 30 years.
No, the most they can do is slavery or corporal punishment. Or both.
