No, it implied that people are stupid.

Even the ministers that organized the shit show didn't wanted it, didn't believe in it and didn't believe that people would be stupid enough to believe their lies and go for it, and then... Then the handling of that shit show was possibly even worse, and Well, here we are.

Brexit literally was a master class in generalized stupidity and it's kinda still ongoing

British newspapers regularly reported how stupid the EU is. Unlike other countries, they made sure that the population was on the edge of EU acceptance. Everybody pretening that Brexit was just stupidity allows the EU to avoid the debate about whatever was the major political difference that led to the separation.
