(Most) humans love having sex. Sex is widely considered to be very good and enjoyable. So the fact that birth rates are declining says a lot about the state of the world.

I think the point is that incentivizing people to have more sex isn't the answer to a declining birth rate.

Incentivising people to bone amidst falling birth rates is like addressing a broken leg by handing out painkillers.
