Did they really expect North Koreans to be like "Oh shit, we were missing out on soulless baby music? Damn better give up our sovereignty!"

From what I've heard a lot of young people in the DPRK do watch pirated K-dramas and listen to K-Pop. Like it's in Korean, it's free due to piracy, easily accessed etc.

The government doesn't really care as its not going to turn their society capitalist magically like watching game of thrones won't make you a monarchist/feudalist. Plus until recently peaceful reunifucation was a big goal etc.

Similarly they watch Chinese dramas and listen to their music. There's a Korean-Minority so media/subtitiles/dubs made for that market.
