Der Fokus auf Menschen ohne deutsche Staatsbürgerschaft verstehe ich auch nicht so Recht. Jeder Beamte muss doch mindestens eingebürgert sein soweit ich das aus anderen Bereichen z.B. auch in der Forschung kenne und auch gut nachvollziehen kann.

Den Anspruch, dass Zugewanderte mit Staatsbürgerschaft entsprechend des Anteils in der Gesamtbevölkerung vertreten sein sollten, würde ich aber auf jeden Fall unterstützen.
